Prior to joining Urban Institute, Dr. Scally consulted for and advised on a number of federal, state, and regional housing and community development initiatives, from performing original research such as conducting interviews and existing data analysis, to offering expert presentations, to advising on data collection and analysis, to authoring reports for public sector clients and audiences.
